The situation in Germany
Schulprogramme are school programmes in Germany that set the educational goals, methods, and determine how each school is to be evaluated. They are drawn up by the school staff, working together with the school administration, parents and students, and are based on the state curriculum and guidelines. Schulprogramme aim to make teaching and learning better, while at the same time improving the school culture and climate. Schools have the right and the duty to pass, put into action, and evaluate specific Schulprogramme, which has brought about new duties – especially for the head teacher. As part of making sure the lessons are of high quality, the head teacher is also responsible for developing the lessons, for the staff and organisation, as well as for planning further training, managing staff and, where applicable, managing budgetary funds.
